Downloader is a small app with a URL bar and a file manager. It is how most people install APKs on an Android TV device without a computer.
Type a direct APK URL, download, then open it. The first install asks you to allow installs from Downloader; after that the flow is two taps.
Because it can fetch any URL, only use it with sources you trust. A launcher cannot protect you from a malicious APK you deliberately install.
